MAYBE all that Afrobeat music was impossible to resist - or maybe Bill T. Jones just felt like doing a semi-strip. In any case, the audience at off-Broadway's "Fela!" the other night was treated to the sight of the show's celebrated and sinewy choreogra- pher/director, age 56, leaping onstage in the finale, slowly and rhythmically unbuttoning his shirt and then dancing alongside his cast. "Bill doesn't do that every night," a publicist warned The Post's Barbara Hoffman. "That night was their best show ever!"
