$19M HIT FOR TRAGIC BIRTH

A Queens jury awarded a couple $19.6 million in their lawsuit against St. Vincent's Hospital, following the "botched" delivery of their baby boy, who now has cerebral palsy, the family's lawyer said yesterday.

Attorney Thomas Moore said the 23 minutes of tugging on the infant's head with forceps also severely injured the mother.

Soo and Eun Sook Maing had tried for eight years to have a baby, and in October 1998, Daniel was born at the Greenwich Village hospital.

He nearly died, but was revived and now walks with a limp, has weakness on his left side and has severe emotional and psychological problems, Moore said.

He blamed two doctors, Po Ching Fong, the resident who delivered the baby, and her supervisor, Daniel Roshan, who the lawyer said was watching but failed to intervene.

A spokesman for St. Vincent's promised an appeal, calling the award excessive.
