HARARE, Zimbabwe - Many Zimbabweans deliberately defaced their ballots in a discredited presidential runoff with President Robert Mugabe as the sole candidate, and voted only out of fear, the head of a foreign observer mission said yesterday.
"There was a lot of intimidation for people to vote," said Marwick Khumalo, head of the Pan-African Parliament observer mission.
President Bush denounced the "sham election that ignored the will of the people of Zimbabwe," and said the United States will press for an arms embargo on Zimbabwe and a travel ban on its officials.
