KLEIN DOESN'T MAKE THE GRADE: TEACHERS

If Schools Chancellor Joel Klein were a student, he'd be going to summer school.

Klein yesterday got an end-of-school-year evaluation from teachers that suggested his performance fell far short of a passing mark.

Modeled after the Department of Education's own parent, teacher and student surveys, the 15-question poll demonstrated widespread teacher dissatisfaction with Klein's ability to manage effectively and to improve education through testing.

It also hammered him on the issues of curriculum and on his ability to open lines of communication regarding school decisions.

The category in which Klein best performed was his ability to communicate a clear vision for the school system. But even in that area, only 23 percent of the more than 60,000 educators who filled out the anonymous surveys approved.

The poll was released just after Klein told The Post it was his best-ever school year and he deserved an " 'A' for effort."

United Federation of Teachers President Randi Weingarten said, "I knew that there was a lot of concern, but the intensity of that feeling was striking to me."

"We hope Chancellor Klein will accept these findings in the constructive spirit in which they are offered."
