BUILDING 'BLOCKHEAD'

A controversial architect's Brooklyn empire is in danger of crumbling after city officials accused him of making false or misleading statements on permit applications.

The Buildings Department, acting with the Department of Investigation, yesterday charged Robert Scarano Jr. - whose buildings have often generated ire for being eyesores - with either willfully or negligently falsifying documents for two Greenpoint apartment buildings, at 158 Freeman St. and 1037 Manhattan Ave.

The applications were filed in 2000 and 2002.

"We will not tolerate anyone who knowingly attempts to mislead the department with false documents," acting Buildings Commissioner Robert LiMandri said.

Scarano faces possible suspension or revocation of his ability to file documents with the DOB if found guilty after a hearing.
