CITY SOAKED ON $4M BILL

A quasi-government agency that hadn't paid its water bill for 22 years got a sweetheart deal when the city allowed it to settle for a fraction of the $4.5 million owed, Comptroller William Thompson charged yesterday.

Thompson, whose auditors uncovered the astonishing unpaid tab at the Brooklyn Army Terminal, said the Department of Environmental Protection has the authority to demand payments going back four years.

Instead, the DEP demanded two years worth of payments totaling $479,124 from the Economic Development Corp., which oversees the terminal. The payment was delivered Monday.
