NEW $TORM OVER SHELTER

The city Department of Homeless Services, breaking its pledge, is still using off-the-books accounts to hire contractors, Comptroller William Thompson charged yesterday.

Thompson said the city promised to stop the practice after a 2003 audit found shelters operating under private deals made with the agency. But DHS instead increased the practice, he charged.

DHS Commissioner Robert Hess shot back by saying his agency will have reduced the number of housing units operating without public contracts by nearly 50 percent by October - despite a spike in homelessness.
